The Board of Aldermen of the City of Golden City, Missouri met in a special session on Monday, September 17, 2007 at the Golden City City Hall, at 5:30 p. m. Mayor Joe Brewer called the special session in order that business could be conducted which was slated for the September 4, 2007 regular session for which there was a lack of quorum. Mayor Joe Brewer presided, and the following members of the Board of Aldermen answered the roll call: Rick Sewell, Debbie Elliott, Lyman Taylor, and Steven Vonier. James Frank and Henry Lopez were absent. Other city officials present were City Clerk Larry Snodgrass, and Fire Chief Kenneth Chappell. Dixie Taylor and Barton County Sheriff, Shannon Higgins were also present for the meeting. Twila Hollingshead arrived later in the meeting.
MINUTES: Lyman Taylor moved, seconded by Debbie Elliott, that the minutes of the Regular Session of August 6, 2007 be approved as presented. All in favor, none opposed, Frank and Lopez absent, and the motion carried.
MINUTES: Debbie Elliott moved, seconded by Lyman Taylor, that the minutes of the Special Session of August 27, 2007 be approved as presented. All in favor, none opposed, Frank and Lopez absent, and the motion carried.
No meeting was held on September 4, 2007 due to a lack of quorum attendance.
PUBLIC PARTICIPATION, VISITORS: Mayor Brewer recognized Dixie Taylor who stated that vehicle tires had recently been slashed at her residence on High Street. Taylor reported that the large cedar tree in the front yard at 1005 Brock Avenue covers the street light at the east end of Highlin Terrace causing the north side of her property to be completely dark. She requested that the tree be trimmed back to eliminate the shadow across the north part of her property. Taylor alleged that it is dark at Kathryn Boehne’s property also, where more tires were slashed the same evening. Taylor asked about James Frank’s resignation from the Board of Aldermen stating that several people have called her expressing a concern that a representative on the Board is needed for Ward One. Taylor then addressed Sheriff Higgins asking if there were any suspects in the recent vandalisms in the City. Higgins responded that the cases are being investigated and that there are a couple of suspects.

DEPARTMENTAL REPORTS
FIRE DEPARTMENT: Fire Chief, Kenneth Chappell reported having had two structure fire calls since the last meeting of the Board of Aldermen. Chappell reported that the bearings in the pump on the City fire truck will cost approximately $1000 to replace. He added that if parts are needed for the pump in addition to the bearings it could take up to a year to locate them since the pump is no longer manufactured by that company. Sewell moved, seconded by Elliott to have the bearings replaced. All in favor, none opposed, Taylor abstaining due to his being a firefighter, Frank and Lopez absent, and the motion carried.
Twila Hollingshead was recognized by Mayor Brewer and presented a check in the amount of $100 from the Golden Harvest Days Committee to the City for the use of the electricity and park building during the Golden Harvest Days Festivities.
PARK DEPARTMENT: Mayor Brewer read a letter of resignation from Park Board President Kathleen Dodd. Mayor Brewer reported that he had spoken with Brandy Friesenborg who had expressed an interest in serving on the Park Board and recommended her as Dodd’s replacement. Taylor moved, seconded by Vonier to accept Mayor Brewer’s recommendation of Brandy Friesenborg to serve on the Park Board to complete the unfinished term of Kathleen Dodd. All in favor, none opposed, Lopez and Frank absent, and the motion carried.
Mayor Brewer presented two requests of the Park Board for consideration. Sewell moved, seconded by Elliott to approve the installation of one 200 amp meter loop, in the new second ward park, constructed for underground feed as requested by the Park Board at a cost of $500. All in favor, none opposed, Frank and Lopez absent, and the motion carried.
Elliott moved, seconded by Taylor to approve the construction of the concrete pad in the new second ward park as requested by the Park Board. All in favor, none opposed, Lopez and Frank absent, and the motion carried.
AMBULANCE DEPARTMENT: Director, Lyman Taylor reported that he was contacted by Bob Menter who will be here Thursday to inspect and audit the Ambulance service. A brief discussion was held regarding the fact that only three EMTs are available for ambulance runs at the present time. Alderman Sewell suggested advertising in the X-changer for persons interested in taking an EMT course.
PUBLIC WORKS DEPARTMENT: Greg Lowe was unable to attend the meeting but had submitted a written log of the activities of the Public Works Department (attached) since the last regular meeting of the Board of Aldermen to which no questions or discussions were brought forth from the table. Mayor Brewer reported that hot asphalt has been laid on Hicks Avenue and a spur of “F” Street. The basketball pad in the west park could not be done at this time due to the recent wet weather conditions, but will be installed at a later time.
EMERGENCY MANAGEMENT DEPARTMENT:
BARTON COUNTY SHERIFF’S DEPARTMENT: Sheriff, Shannon Higgins submitted the Sheriff’s Department schedule for the month of September and reviewed and submitted the call log for the month of August. A total of 52 calls was reported.

OLD BUSINESS: Debbie Elliott reported that she and Barbara Chappell are starting on some grant work. Sewell stated that Barbara is in charge of the grant work and is ultimately responsible for keeping the program going and initiating grant applications as a part of her job.
Sewell expressed a concern that there is no street lighting on Gallagher Road and the west end of Phillips Avenue.
NEW BUSINESS: Ambulance Director, Lyman Taylor suggested that after Thursday’s inspection and audit the Board seriously consider an increase in the standard Ambulance rates in order to get in perspective with other services in the area.
MISCELLANEOUS HEARINGS: Mayor Brewer reported that there are some private properties upon which mowing needs to be done. He asked if there are any objections to his having those properties mowed although the potential for the City being paid for the mowing is not guaranteed. No objections were voiced.
BILLS: Following a review of the accounts payable rosters, Elliott moved, seconded by Taylor to pay the bills as presented by the City Clerk. (08/20/2007, 09/04/2007 and 09/17/2007). All in favor, none opposed, Frank and Lopez absent, and the motion carried.
